You don’t need the cream soda.

As for the peoples who need the hammer and propeller hat:

Propeller Hat: Talk to Gary at HQ and he will tell you about some strange earthquakes happening all over Club Penguin. He’ll give you a mission to investigate what’s going on.
Take the brown hat on the hook behind Gary. It’s a propellor hat and you’ll need it later.

Hammer: Return to the Gadget Room inside of the HQ and talk to Gary. Get his permission to take the tank of super helium. Then pick up the hammer on the wall behind him (it’s above the bowling ball) and the tank of helium.
